Noun

A band whos "music" consists of making sounds or "noises" with unconventional objects. Though the noises are usually of little or no harmonic, rythmic or melodic quality whatsoever, the act of making sounds in a group is apparently enough to qualify the creators of the noise as a musical band.

noise bully

A person(s) who disturbs another person(s) quiet enjoyment of peace either purposely or doesn't care or amazingly doesn't know with their self-absorbed, child-like, disrespectful, and rude Loudness. Several examples include: talking on a cell phone, talking period, headphones/ear buds, "music" (especially distorted bass, angry rock, obscene rap), partying, arguing, yelling at kids to be quiet, TV, radio, video games, revving motorcycles, screeching tires, slamming doors, pounding repeatedly on a door, honking horns, musical instruments, loud sex, and perhaps the worst--barking dogs.
Here we go again, the noise bully in the apartment is partying and playing his "music" so loud it is disturbing everyone's quiet enjoyment of peace.
