When describing someone's height in feet and inches, it means that someone is a certain height plus a fraction of an inch more. Not everyone cares to differentiate height by fractions of an inch so it is not commonly used.

Cheap or cheapskate: Used primarily in Hawaii as an adverb for someone who is cheap. Derived from the common Chinese name and the stereotype that Chinese people are cheap. Similar to the Jewish stereotype.
