A person who deliberately manipulates an official military investigation by omitting key personnel interviews and facts in order to attempt to create a false narrative that is viewed favorably by their boss. Usually this is done because the person lacks credibility in their military occupational specialty or is out of military physical standards and he or she is attempting to gain favor from their superiors in order to salvage their career.

That guy who investigated the aviation mishap was a real skoolfield.
