The act of someone in “skat” mode is when you see a person like “William Hulett” asleep or in other words “skattered out”! It can also be used for an individual who is always got 100 things going on and never gets anything accomplished, kinda like the people on hardcore drugs!!!

“Johnny was a skat in elementary school, high school, and I’ll be Dang if he wasn’t a skat his whole dang life!”

“William was a skat under his truck for 10 hours, we thought he was fixing the dang thing, come to find out, he was asleep, we all thought, what in tardnation.”

It's used to describe someone that is disproportionate in body figure because they lost weight and unnatural means so they would described as skat, which means skinny fat because they are still fat.
