a phrase used to describe either:
-scene / "teased" (i.e. poofed) hair
-a tutu that scene kids wear over tights or jeans
-something just plain poofy in general
-an object that can be seen as 'cool' to girls.
-weird, chubby girls that talk sh*t on people, that others dont like.

-guy sees a girl wearing a tutu over her tights, and teased hair-
guy: whoa! do you see that poof poof?!
friend: dayum. that chicks hair is ALLLL hairsprayed!
guy: no! not THAT poof poof! the OTHER poof poof!
