The meaning of "it is what it is" is that some things you can not change it will be the way it will be and refers to the past you can not change what happened 1 minute ago so what are you going to do other then to accept it.

In the past some people did not understand the meaning of "it is what it is" well "it is what it is you can't change the past but you can change the future and "it will be what it will be"
