Like a civil engineer, just not as up tight. They perform managerial tasks on the job site as well as design engineering (i.e. temporary structures). They spend a lot of time on the job site overseeing the actual construction of a project and making sure it gets finished in a cost efficient, safe, and timely manner.
The civil engineers don't like it when they find out that construction engineers make more money than they do!

We spoke it first, we spelt it first, we wrote the first dictionary, the language is called English, when did 'Americanism' first enter our language? Who was the first fool to miss off the U in 'colour,' the S in 'maths,' the I in 'Aluminium' and the UE in 'analogue?'
