2) behaving in such a manner that pisses other people off
3) being like a problem person, one who drags everyone else down.

1) That one kid in lab is so phargonistic; he never helps us get it done.
2) That phargonistic customer just screwed up our orders.
3) His phargon is causing the rest of the class to fail.
