Usually the former occurs, regardless of whether the two people are attracted to each other or not due to the high school mentality that risking a friendship is a risk they can't bare to make. Two people might be great for each other, but they are either to awkward or stubborn about the mention of idea with each other, often due to pressure from friends that they would be just "perfect for each other". This happens to both girls and boys, alike.
