It's a Spanish slang that can be said to refer to a man who does his own dishes, washes his own clothes, and mops the floors in the house when it is expected that house chores are to be completed by the women living within the household. However nowadays since the younger generation isn't chained down by such overwhelming sexism, it simply refers to a man who does whatever a woman wants. It refers to a man who is instead spending all his time with a woman who takes control over him, in fact it is a man who refuses to go against his woman's word. In essence, he lost his balls is what the slang truly means.
