A type of group, usually a group of one race or two. They are usually a group of friends who have same interests, hobbies or ideas.

Guy: Dude, why weren't you at the movie yesturday.
Friend: Oh, sorry. I was with my other fobe, you know, the one's where they play sports.

A soldier serving with the United States Military in a combat zone who never goes outside the gate of their post for any reason. A Fobber stays in their F.O.B. (Forward Operating Base) at all costs.
