Formally 'negative reputation report', occassionally 'bad reputation report', most commonly 'bad rep report' and sometimes 'bad rep rep' is a complaint sent to Microsoft about another Xbox Live user. Bad rep reports are usually used as a threat to other Xbox Live users, particularly by sore losers and players who think they are leet and thus bad rep reports are sometimes called 'a noob's best friend'.
Filing a bad rep report does next to nothing in either the short-term or long-term, and is generally a waste of time to do. However, it does help arrogant players feel re-assured that they are better than everyone else.

I was playing some Domination on Wasteland yesterday and some kid was chatting to his friends loudly. I politely asked him if he'd move the conversation to a private party chat and then suddenly he started insulting me and filed a bad rep report on me for "trash talking".
