A term originating from the world of motorsports, specifically associated with the Skip Barber race car, a notoriously tricky and challenging vehicle to drive. A "skip issue" refers to a specific skill issue faced by drivers who struggle to handle the Skip Barber car with finesse and control.

Someone who rummages through 'skips' (aka dumpsters) for useful items. Can also be used to refer to anyone who looks through a pile of discarded material for hidden treasures. Shortened sometimes to 'Skippy'.

Originally found in Snoop Dogg’s song “Gz and Hustlas”, the term became popular in the Akron, Ohio in the mid to late 90’s.
The term was and still is used as an exit phrase in the greater Akron region when leaving a group or function.
One throws in a dip (chewing tobacco), skips to their car, and flips off (gestures with their middle finger) said group they just left.
