A person who is overly positive about things. Too positive to the point where they can not act accordingly to the situation they are in.

They often have a lot of bottled up emotions, that they try to hide from themselves by fooling themselves to stay positive/happy.

1. I have heard that john is a giggly fairy.

3. I'm sorry I'm such a giggly fairy.

A phrase pioneered in Evanston, IL said to someone when they make a bad joke or say something that isn't funny. It's purpose is to let them know that they indeed received, no giggles are are not as funny as they think they are.
