A hand gesture - the index finger is rubbed across the thumb nail as the thumb rests on the side of the second finger.Looks like a tiny violin ("playing a symphony just for you") The meaning is one of insincere sympathy - such as "awww .....poor you" or "how sad" . Used to denote someone as "sad" in an insincere or derogatory way.
