Highest Anti-Terrorism Effort. An organisation formed to combat terrorism. It is based in the Aeromarine, equally at home in air or underwater. Not much is known, except that the leader is an evil brain-damaged man with silly hair. And they have a flair for ridiculous but effective weapons.

D.A.R.E. worked in the 80's but in the 90's all those little 4th and 5th graders who went to the program are now potheads.

A program that's supposed to teach children about the dangers of drug abuse. And by the looks of things, the program has already failed miserably to keep kids off drugs.

The schools might as well let the kids shoot and smoke all they want.
