Refers to things that are very tight, like nuts and bolts. Tight enough, or also, Impossible to shift. Iced up. Milk. Engines.
We used it in our garage in the 80's.

I can't shift this bolt, it's solid, Jackson.
This milk is frozen, solid Jackson.
