2. From a business stand-point, when an employer is given a fancy title because of his/her reputation in the past but in the present is fairly useless as far as the business itself goes.

Windows Phone Addict

Someone who is owns a windows phone and spends hours looking at applications and downloads multiple stuff for no reason.

Also is someone who constantly changes the desktop layout by removing all the tiles and reputing everything together.
