Generally the two types of people who use them are 1) Criminals who want to minimise the risk of having their phones tapped or traced, or 2) Legit persons who use one alongside a decent contract phone, maybe because they like to separate their calls/contacts for example splitting between business/personal or because they're worried about losing a phone and don't want to lose a nicer phone, for example if they're going to a club or if they are in a dangerous line of work.
The term Basher originated from the idea that one can bash the phone around without worrying because 1) The cheap phones typically used are usually simpler and more robust than more expensive phones so they are less likely to break, and 2) Even if the phone breaks you don't care about it.
