An act that causes someone sketchy to spin their head at a rapid speed to look directly at you. This often causes uneasy feelings if you happen to be the target twitch. School functions, sporting events, movies, this unexpected twitch can happen to you anywhere. Be aware of sketchy people who have an eerie owl like ability to turn their heads almost completely around.
