Sounds like a believable excuse to some people except some stores were already putting signs on their doors saying they would open later than the usual time they open, or that they wouldn't be open at hours they were usually open long before the pandemic began, when staff was abundant.
Short staffing isn't what's keeping some businesses closed.

Staffing can be explained as a synonym to "moderating" since it follows the principle of someone who (in the context to this) moderates (or in this situation, someone who staffs) a Discord server.
