noun. Acting out aggresively or overcompensating in "manly" behaviour because you have a micropenis.

Named after the current Tsar Vladimir Putin (Vlad the Terrible), who has had a grip on Russia since 1999 and overcompensates his microscopic fallus by a reign of terror.
