A character from The X-Files(1993-2002).
A paraniod F.B.I. agent who solves crimes dealing with the paranormal or the unexplained with an attractive partner Agent Dana Scully. He has no life and likes to stick pencils to the ceiling.

Making up new definitions for existing words like racism in an attempt to make racist comments look less racist. For example, when former Alabama Governor George Wallace said "A racist is one who despises someone because of his color, and an Alabama segregationist is one who conscientiously believes that it is in the best interest of Negro and white to have a separate education and social order... An Alabama segregationist is not a racist" he was mulbranding.

In a sentence "Man that guy from the Westboro Baptist church is always lying about things and mulbranding just like the kkk."
