Most pedophiles never actually engage in sexual contact with prepubescents; the rate of how many do varies but many journals put an est. at 5-20%.
It may also surprise people to know that most adults who sexually engage with prepubescents or pubescents aren't even pedophiles/hebephiles or primarily attracted to them.
Also, few non-pedophiles and non-hebephiles engage in contact.

Age of the contactor has very little impact on whether they do than their personality. All who made contact were likely to do this as children and teens as well.

So just as some people are equally attracted to both males + females, some are equally attracted to post-pubescents and adults, etc.
A hebephile, etc. isn't any more prone to 'seeking' for sex or romance than a teleiophile is. Just like how most teleis naturally meet, fall in love with someone then gravitate to sex later in the relationship, most of them are the same way. Thus, other than having a different attraction, their drives are really no diff. than those of teleis. So while they are more likely to seek romance and/or sex with someone in their pref. age range, it doesn't imply that they are sex-crazed animals whose sole urge is to seek out these things out.
