A person who rolls weed, so spliffs and joints, and most likely smokes, this noun is not indicative of whether they are a good biller or not it just means they do roll. This noun is not a yardstick of such to measure someone’s talent as a biller.

N.B. As far as origins of the word, it hails from the UK as slang often used by teenagers and young adults in places such as Manchester.

My friend Sara is an excellent biller, she’ll bill for you but only if you let her claim billers rights (rollers rights).
