Scrooge mumble

(Noun) An indistinct utterance used in public places to repel people asking for money. Delivered in a polite and apologetic tone, but without eye contact or any intelligible words that could be used as the basis for a conversation.
A homeless guy hit me up just as I got to the front door of the restaurant, but I warded him off with a Scrooge mumble and ducked inside safely, wallet intact.

Definitions-
I. to begin an absent-minded behaviour in the most excellent fashion"
II. a sobriquet for a bibulous individual who's likely smeekit
III. a sobriquet for a true rantipole
IV. a word to express one's own recognition of one's vagaries or their own or groups whimsical decision

In this instance of the word being used as self observation or general observation seems to beckon others in a similar fashion to allons-y

Origin and Etymology of Scodoodledandy
The prefix "Sco" seems to be borrowed from the prefix "Scoto" meaning darkness, but in relation to the word in it's entirety it's connotation seems to become the state of being naughty or general intemperance
The root word "doodle" seems to take the connotation of absentminded from the definition of "doodle" , that is "scribble absentmindedly"

The suffix "Dandy" seems to use its immediate denotation "macaronyish" or "foppish"

You also use the word similarly to how you would use the word "aboveboard"meaning honest/forthright (e.g. Said in a aboveboard manner/She decided to draw in customers into her shop in the most scodoodledandy manner possible, by putting in a massive ball pit into her shop )
