When someone is described with this word, it means they're repeatedly nagging someone and not leaving them the fuck alone when they ask for it. Common with male simps asking for women's attention, or just a female tik tok star's fans in general.
They're painfully annoying to get rid of, and no one should have to deal with them because we've all got better shit to do.

The Obsession Troy has with Elora's Ass
