A Spooky BJ is one given by someone who looks spooky or in a spooky circumstance, or location. Moreover, whenever speaking about, or referring a 'Spooky BJ' once must say it with an accent like that of The Count from Sesame Street. Typically, the spookier the BJ, the better.
