The girl being addressed is usually favored by the speaker. Chances are the speaker has had or wants to have sexual relations with the girl. She is hot, fun to be around, and all together the ideal girl. Also called the "total package".

"Who was that girl you were dancing with last night?" "Stephanie- she's chill. She's coming over tonight. ;)"
