This is an insult of another person's intelligence commonly used in a way similar to the word "moron".

The origin of this word could be traced back to communties of Italian immigrants living on the East Coast.

The modern day use of this insult is often attributed to the comedian "Mad Flavor" Uncle Joey Diaz of the Church of What's Happening Now. This insult is commonly used in conjunction to "gentile" when used by him.
