1) A person who is part mongoloid and part monkey.
2) Someone who is not very bright, repeatedly does the same stupid stuff all the time, can't learn from their mistakes, is shown newer smarter ways of doing things yet prefers the old archaic way of doing things even if they waste more time, physically more hard to do, more unhealthy, etc.
