A person who is a complete idiot/dickhead/tool/retard all the time (as opposed to part-time or just some of the time). This term especially pertains to people in the workplace and those that contribute negatively to a team/group of individuals.
These individuals are often found in sheltered workshop type places of employment -government institutions/universities and other bureaucracies. The FTFW may have been employed is this place for far too long, yield far to much power, slack/lazy employee or just be a plain waste of space.
