Generally means 'very' or 'really'.
It's the NorCal counterpart to the SoCal "Dude" in terms of frequency of use. In SoCal, hella is used more satirically, because it is so ridiculous. Then again, so is dude. Hecka is to Hella as heck is to hell, obviously. But Hecka is even more ridiculous.

The metric "hella" is commonly used unit of measurement. Exactly half a shit- ton and 12 metric assloads. This is also 1/20th of a fuck-ton.
Person 1: I have hella sex slaves in my basement.
Person 2: Yeah, but I have twice as much as you.
Person 1: True, you have an assload of slaves

Hella came from the Black Panthers in Oakland, Ca. in the early 1970's. It was used in place of "hell of" meaning to "have an excess of". Most commonly used to describe the level of badness something may have. Today it can be used by everyone who wants to describe how good or bad anything is.
"That A's game was hella bad last night!" or "Those diamond studded boots are hell bad." or "My arm hella itches". or "I'm hella stoked!"
