His appearance is supposed to be a parody of GTA Vice City's protagonist, Tommy Vercetti. Timmy has comically oversized hands, as well as two inflatable water wings wrapped around his upper arms, poking fun at the fact that Tommy Vercetti was unable to swim in GTA Vice City.
