Not sure how this has no definition yet and generally isn't a more common used figure of speech, because it works in multiple ways.
So, basically
1: If you don't spill anything on the floor, you're not going to have to clean it up
"Can I trust you to work alone for a bit?"
"Yeah bruh, no issues, no tissues"
2: If there's no problems, then you don't need anything to wipe the tears out of your face
"I'm fine"
"You been crying, no issues no tissues sis"
3:
A way to respond to someone inquiring requests from you that you currently don't have any
"Dude, should I get you anything from da store?"
"No issues, no tissues homeboy"
4:
When someone expects one of your experiences to have been way more intense than they really were
"Fell down de stairs"
"Ahh shit musta sucked homie"
"Nah brotha, no issues, tissues"
So, basically

You are an issue is an insult that was created in the practices of the musical 13. Kendra and Charlotte battled it out with insults and then Charlotte threw out you are an issue and won the arguement.
