Something That is Not Great Not Terrible.
Comes from The HBO Miniseries "Chernobyl" Where Anatoly Dyatlov founds out its 3.6 roentgens and said "Not Great Not Terrible" reacting to the radiation level when the reactor exploded inside the control.
Meaning its "not great but also not terrible."

"What does the dosimeter say?"

"3.6 but thats as high as the meter g-"

"3.6, not great not terrible."

Means the same as terrible but is far leeter because it contains the word 'bile'. Can be used in situations where much more emphasis is needed.

"Did you remember to study for the bio test today?"

"Oh, TERRIBILE!!!!!"
