This phrase must be used with caution, since the supposed 'foot' will perhaps take offence to the use of the term, due to the unsightly nature of feet.

Similar to the generic wedgie with a painful twist. To give a foot wedgie first give your victim a normal wedgie. As they cringe in pain, pull one or both of their feet back and pull the elastic band of their underwear around their toes. This will leave your victim immobilized and shrieking in pain. Your victim might have to cut/tear their underwear to free themselves. Note: works best when victims still has shoes on.
