The phrase "With Rizz" is loosely defined as; you or the person you're referring to being a homosexual.
The word Rizz defines as another term for gay or homosexual. Also, the phrase is a shortened version of "With Homosexual Intent."

"Hey, do you think I'm cool with the ladies? With Rizz."
Although they are asking a typically heterosexual question, With Rizz implies that they are joking and gay.
