Nobody knows why he was created or who created him, but he is the boy version of the My Little Pony character Rainbow Dash. His pony form looks like: Rainbow tail and hair, sky blue body, rose eyes, and his cutie mark is on his thigh, witch is a cloud with a lightning bolt shaped rainbow.
