it was originally a peice of rope used by people on boats to wipe their rear ends.
it was hung outside the boat in the water and when it was needed it would be pulled in and used.
not it is used as an insult because it sounds funny

Eric Clapton - "My Father's Eyes" - toe rag
Just a toe rag on the run.
How did I get here?
What have I done?
When will all my hopes arise?
How will I know him?
When I look in my father's eyes.
Just a toe rag on the run.
How did I get here?
What have I done?
When will all my hopes arise?
How will I know him?
When I look in my father's eyes.

Toe Rag As a Derogatory Term: Some expats refer to the local Arab peoples as Toe rags (a derogatory term) as it rhymes with word Tuareg. The Tuareg people refer to a large Berber ethnic confederation.
