A form of government-operation whereby you are guaranteed "level" or "fair overall" treatment if you are generous with your "checks" to bribe local/state/federal officials, or if you are sufficiently rich (i.e., you have a large enough "balance" in da bank) that said officials feel obliged to make special allowances for you.
We may ostensibly have a "checks and balances" system, but it never seems to help out "da little guy" very much.

When a programmer submits a large code change Friday night before leaving on vacation that breaks the mainline build.
*Monday Morning
Developer: "There are a bunch of changes that broke the build; looks like Paul's changes from Friday night. It's pretty complicated, 32 files changed. We should let him know so he fix it."
Developer Lead: "No can do. He pulled a Vegas check in and is on vacation for next 2 weeks, we'll have to rollback the change."

Frank was serving a costumer and couldn't get to the bread in the oven so he uttered "check bread" to paul. Paul then examined the bread and determined that the bread was ready to be removed.
