nonsensical jockey

A person who, at the peak of a tough situation, offers an idea that couldn't possibly ever help anyone in anyway. This idea could also cause more problems and create a worse situation.
In the office the printer has caught fire. John comes over and says "Why don't we all throw paper on it to put it out?"
John would be considered a nonsensical jockey in this situatuon because his idea couldn't possibly help and may make matters worse.
