For a person to be described as tangy they must fit a variety of criteria. 1) they must be really ugly and busted. 2) they must be very slutty and trashy. 3) They must have a very bad attitude and act like a diva. Tangy is usually applied to a teenage girl from a trailer park, or an urban homosexual male. Tangy can also be used to describe a really low class motel/bar/neihborhood.
