It’s an Iranian (Persian) slang and it can be said when someone does something wrong to you or says a really ridiculous sentence to you and makes you laugh ,so you can tell him/her too ruhet! Actually it is usually a funny slang !

Mina:Dear Setare I called Behrad last night and invite him to our pool party!so tonight will be like hangover movie!
Setare:Too ruhet!!Finally you did what you’ve always wanted,huh?!
