Members of Congress who have signed pledge cards to always adhere to very specific positions on issues as approved by their Nuppeteer Grover Norquist thus abrogating their duty to deliberate, problem solve and work for the good of the American people.

The Nuppets in Congress who refuse to raise the debt ceiling if the agreement includes any "tax increase" whatsoever including ending tax loopholes for wealthy corporations and thereby jeopardizing the full faith and credit of the United States Government.

Commonly used in chat rooms, texts or other forms of technological communication.
"Nupp" is used for 'No'. No became nah, which became nup then formed into "nupp" to make it sound cooler.
Another form is "yupp" for 'yes'

It is not used to be racist it defines a small one, comparing it to a small english lad. it is also good because not alot of people know its true meaning which makes it more effective than midget or shrimp. can also be shortened to nip.

Nipper

An over exuberant fan of Nation Public Radio, its broadcasts, podcasts, and webpages. Known to schedule Saturday outing around the morning line up of Car Talk and Wait Wait Don't Tell Me? This person finds humor in jingles about ketchup and powdered milk and waits all week to hear what is going on in Lake Wopegon, Minnesota. They have been seen in sitting in the car twenty minutes after arrival to catch the last bit of This American Life. This person is not necessarily a member of their local affiliate, but feels guilty for not contributing more, despite being annoyed with the pledge drive.

Bob never listens to music in the car, he's such a Nipper.
