The abhorrent act where a state actor (ie government) uses high taxes to rob the hardworking of their well deserved income, and redirect that income to lazy people able to work, such as:

These people in turn spend their money on drugs and entertainment, since they know they will be able to continually live off of welfare, making the celebrity athletes, actors, singers, rappers, dancers, etc. (ie welfare vampires) even richer, thanks to the unappreciated hardworking person. This is especially frustrating for men because the welfare queens/whores/moms continue to fornicate with everyone except the men who pay the taxes to keep those worthless piles of shit alive.

one who receives public benefits for an ongoing period of years. This woman will squeeze out a host of children professional mother for the sole purpose of reaping the government assistance that follows. This woman is also known to supplement such income by becoming a parasite to various "boyfriends" and living off of their hard earned paycheck. Most welfare queens will never change and will live off of welfare until their eggs have dried up, or they find some sucker to support them and their 6 kids.

One who's on the dole and makes every excuse not to find a job. But this same person has spent the idle, working tax-payer provided funds to hone and refine many needed skills for those on Section 8, OW, or call it as it is: welfare. Such skills include, but aren't limited to: predicting the exact date and time the welfare fairy will deposit free money; stretching that mac n cheese/ramen noodle budget so that one on welfare can finance that BMW that those on welfare have; skimping on some non essentials (like dedicating funds to look for work) so that the service to the iPhone stays on; what stories work the best to get extra money to buy that bling that's obligatory; and how to create a savings plan to get multiple IDs so that the one on the dole can get more free money.

In some states welfare is distributed using credit/debit style electronic cards that can be used for groceries and such. In Pennsylvania it is called an Access Card.

Sally used her welfare card to get groceries like chips, soda, and ice cream so her cash was free for lottery tickets and heroin.
