A person who wants you to wait to watch a Netflix DVD until they can watch it with you, but will never actually sit down to watch it, thus blocking your Netflix queue.

My queue blocker mom wants me to wait to watch the new Harry Potter DVD with her, but she's too busy dressing her dog in stupid outfits to ever sit down and watch it.
