Someone that cannot paint a body kit/lip kit
Someone that cannot buy a decent import such as the following: Acura RSX-S, Toyota Celica, Mazda RX-7, Civic Si, Toyota Supra, Mazda RX-8, Subaru WRX and STi, Mitsubishi Evolution, etc...
Someone that modifies a econo car such as the following: Civic DX,LX and EX trims, Mazda 3, Chevy Cavalier, Chevy Cobalt (not SS), Pontiac Sunfire, AND THINKS IT'S FAST etc..
Someone that thinks a 4inch+ exhaust will give better low end gains. But in effect it will give better top end gains.
Someone that goes fast all the time because they can.

ANYONE who adds stickers/clear tail-lights, euro windshield wiper, paints their euro windshield wiper, adds a fart pipe, adds 2 fart pipes to a non dual exhaust (see del sol), one who thinks his 4 cylinder rice bucket can beat an 8 or 10 cylinder (see camaro, viper) one who pays $5000 for their car new then adds $50,000 in modifications to their car when they could have just bought a real car with power (see viper, corvette). anyone with a honda who thinks their car is even remotely fast at anything period.

poor attempt to make an import "fast", when indeed the upgrades done to the car dont really improve performance at all. mostly late 80's to mid 90's hondas, toyotas, etc. they consist of huge unessesary spoilers, huge fart can exhaust pipes that make their 4 cylinders sound even shittier, bodykits that havent been painted and are held on by bolts or whatever the ricer could hold it up with. lets not forget the most important ricer upgrade, the clear tailights and HID headlights.
