A person whose height is unnaturally below the average for their age/weight, and plots to take over the world. May or may not be working for someone else in their mission for world dominance, perhaps as part of a group of 'evil minions'

Person 1: Doesn't that little guy look suspicious?
Person 2: Yeah, I bet he's an evil minion!
