A (playful) term/phrase that refers to FTM or trans-masculine individuals who begin taking testosterone (gender affirming hormones) AND start an intensive work-out routine at the same time; the joke being that the person in question is “building” themselves into a “bear” (bear as in a hairy and/or large gay man.)
Person 1: “Did I tell you I ran into Ed at the gym yesterday? He looked like he was hitting the weights really hard.”

Build that walrus means succeeding at whatever task you are talking about at the time. When changed to "that's not building a walrus", it can mean someone did something bad.
Example one:
Boss: "Did you build that walrus?" (asking the employee if he finished the report he was suppose to be working on)
Employee: "Built!" (the employee is saying he finished the report)
Example Two:
News Headline: "Aliens announce attack on Earth"
World leaders: "That's not building a walrus"
